It's a decal to cover up Elvira's ample assets!  The decal itself is clear so it wouldn't be quite as obtrusive as shown here.  This was done so operators could tone down the game's 'features' for more family oriented locations.   There's even a setting in the adjustments to silence some of the more suggestive sound bites.
